Schedule 1 - Location specific information

Schedule 1.21 - Lake Maraetai

In accordance with subclause 4.2.2 (Location specific schedules), any clauses contained in this schedule shall be read in conjunction with all other clauses in this bylaw.

Area covered

This schedule applies to the waters of the Waikato River known as Lake Maraetai, as shown on Map 21.

General warnings

S1.21.1 Any operator using this lake must be aware that:

  1. The lake level can change without notice and may vary by up to 4.5 metres due to hydro operations. When lake levels are low, care must be taken at all times to keep a watch out when entering and exiting boat ramps and for semi-submerged hazards (especially trees and rocks).   2. Subclause 3.10.1 d) of this bylaw states that no person shall operate any vessels (other than for maintenance purposes) within 200 metres of the Taupo gates and hydro dam structures on the Waikato River.

Speed of vessels

S1.21.2 The provisions of 3.2.1 and 3.2.3 of the bylaw, which relate to speed in the vicinity of other vessels, persons or structures, have been replaced by S1.21.3 and S1.21.4 of this schedule, which provide similar restrictions but with varied distances.

This means that subject to subclauses S1.21.3 and S1.21.4, which relate to conditions specific to Lake Maraetai, the 5 knot speed limit referred to in subclauses 3.2.1 and 3.2.3 of this bylaw still applies to Lake Maraetai. For the avoidance of doubt, a breach of the conditions set out in subclauses S1.21.3 and S1.21.4, namely exceeding 5 knots in Lake Maraetai in circumstances which are in breach of the conditions of subclauses S1.21.3 and S1.21.4, shall constitute a breach of clause 3.2.

S1.21.3 No person shall, without reasonable excuse, propel or navigate a vessel (including a vessel towing someone or some object) at a proper speed exceeding 5 knots:

  1. within 300 metres of the weed boom to the east of Maraetai Dam; or
  2. within 200 metres of the Whakamaru Dam; or
  3. within the 5 knot zones indicated on Map 20 and described below; or
  4. within 50 metres of any other vessel, raft, or person in the water; or
  5. within 30 metres of the shore or of any structure (excluding hydro dam structures as outlined in S1.21.1b); or
  6. within 200 metres of any vessel or raft that is flying Flag A of the International Code of Signals (diver’s flag).

S1.21.4 No person shall cause or allow himself or herself to be towed by a vessel (whether or not on a water ski, aquaplane, wakeboard or other similar object) at a proper speed exceeding 5 knots in any circumstances specified in any of paragraphs (a) to (f) of subclause S1.21.3.

S1.21.5 Any person water skiing or towing another person or object shall operate from the ski access lanes and proceed at all times in an anticlockwise direction and along the side of the lake or area that lies on the starboard or right-hand side of the vessel.

Reserved areas

S1.21.6 5 knot zones
In accordance with subclause 3.9.3 there are four 5 knot zones reserved for the purpose of recognising obstacles that may make travelling at speed hazardous and/or for protecting swimmers, as shown on Map 21 and described as:

  • within 300 metres of weed boom of Maraetai Hydro Dam
  • above the State Highway 30 Whakamaru Road bridge
  • within the Mangakino Stream and the southern end of the lake (from the mouth of Lake Maraetai) upstream to the Whakamaru Dam as shown in Map 21
  • within 200 metres to the north, and to the south and to the east of the boat ramp.

Within these zones:

  1. No person shall swim within a 30 metre radius of the boat ramps or jetty.

S1.21.7 Swimming only zones

In accordance with subclause 3.9.3, there is one zone reserved for the primary purpose of swimming, as shown on Map 21.

Within these zones:

  1. No boat shall operate or anchor or tie to the shore within these areas.
  2. No person shall swim within a 30 metre radius of the boat ramp or jetty.
  3. Any boat launching from the ramp or loading from the jetty shall proceed to/from the boat access area located to the south of the ramp and next to the ski access lane (should the boat require a resting area prior to/ after loading/unloading at the ramp).

    S1.21.8 Access lane
    In accordance with subclause 3.9.3, the in front of the Domain, as shown on Map 21, shall be reserved as an access lane, for the purpose of providing access for vessels between the bank or shore and areas for general boating use.

    Within this zone:

    1. No person shall:
      1. cause any water ski, aquaplane or other similar object or person to be towed by any vessel
      2. ride upon any water ski, aquaplane or other similar object being towed by any vessel
      3. cause or permit any vessel to be moored or to be left unattended
      4. propel or navigate a vessel at a proper speed greater than 5 knots
      5. swim, dive or play in any access lane.
    2. Subclauses 3.7.1 and 3.7.3 to 3.7.7 of this bylaw apply.
    3. Subclause 3.7.2 of this bylaw is suspended for the area covered by this schedule.

    S1.21.9 Access lanes for towing
    In accordance with subclause 3.9.3, the areas as shown on Map 21 shall be reserved as access lanes for towing, for the purpose of access by vessels towing a person or object from the bank or shore to the areas provided for general water skiing/towing of other persons or objects:

    Within any access lane for towing:

    1. No person shall swim, dive or play in any access lane for towing, excluding any associated activity linked directly to water skiing or similar activities.
    2. Except for the circumstances listed in S1.21.3 and S1.21.4 any vessel may exceed 5 knots.
    3. No person shall commence water skiing or the towing of any aquaplane or similar object from, or alight or disembark from water skis, aquaplanes or similar objects onto the shore line of a lake, other than in the ski lanes identified in this subclause.
    4. Subclauses 3.6.1 to 3.6.7 of this bylaw apply.

    S1.21.10 Rowing area
    In accordance with subclause 3.9.3 an area from 250 metres upstream of the 2000 metre rowing course start line (as marked by posts on both sides of the river) extending north west to the 5 knot zone as shown on Map 21 is reserved for the purpose of rowing.

    Within this zone:

    1. No other vessel operating in this zone shall obstruct or impede any rowing boat or rowing support vessel.
    2. Any other vessel operating in this zone shall not exceed 5 knots in accordance with S1.21.3.
    3. No rowing boat shall enter the swimming zones, ski lanes or access lanes.

    S1.21.11 Towing prohibited zone
    In accordance with subclause 3.9.3 the area upstream of the Kopakorahi Stream, as shown on Map 21, is reserved for the purpose of general boating.

    Within this zone water skiing or the towing of any person or object is prohibited.

    S1.21.12 Wakeboarding zone
    In accordance with subclause 3.9.3 the area, as shown on Map 21 within Kopakorahi Stream, is reserved for the purpose of wakeboarding.

    Within this zone:

    1. No skipper shall use it or allow it to be used to tow any person (whether or not on a water ski or other similar object – except when being towed on a wakeboard).
    2. No personal water craft shall be used in this zone unless for the purpose of towing a wakeboard.

    Other operating matters

    S1.21.13 Skiing/towing requirements
    Any person engaged in water skiing or the towing of persons on aquaplanes or other similar objects shall at all times proceed in an anticlockwise direction and along the side of the lane that lies on the starboard or right-hand side of the towing vessel.
