What is the Regional Land Transport Programme
The Regional Land Transport Programme is a statutory document prepared under the Land Transport Management Act 2003. The primary purpose of this document is to collate and prioritise land transport activities in the Waikato region for funding from the national land transport fund.
The RLTP is the basis for requesting government funding and includes the Waikato Regional Transport Committee’s (RTC) view of the transport issues facing the Waikato region and priorities for funding over the next 6 years.
The Waikato RLTP is based on activity programmes submitted by local councils in the Waikato region, the regional council (Environment Waikato) and the NZTA (Waikato region), and includes:
- a prioritised list of potential transport activities for which NZTA funding may be sought during 2009-2012
- a statement of the Waikato RTC’s view of the land transport priorities for the Waikato region.
Who is behind the RLTP
The RLTP is prepared, and consulted on, by the Waikato Regional Transport Committee and approved by Environment Waikato. The Regional Transport Committee is a regional governance body made up of representatives of the region’s district and city councils, the New Zealand Transport Agency, people drawn from the wider community to represent the New Zealand Transport Strategy’s five objectives of economic development, safety and personal security, public health, access and mobility and environmental sustainability, and a person to represent cultural interests. The Regional Transport Committee’s roles involve programme assessment and prioritisation of the larger regional activities and all state highway activities.
What it covers - just roads?
The RLTP is about more than just how much is going to be spent on local roads and state highways. It is also about how much money will be allocated to other modes of transport and infrastructure including bus services and facilities, walking and cycling and programmes to make the region’s roads safer for all users, including engineering and safety campaigns.
What period the RLTP covers
The RLTP covers 10 year planning horizon:
- for the first 3 years, 2009 - 2012, details of activities that are expected and be commenced or completed within that period are provided;
- for the following 3 years, 2012 – 2015, an indication of proposed activities is provided;
- the RLTP also provides a 10 year financial forecast from 2009-2019.
Under the LTMA 2003, the document must be reviewed every three years.
What happens after council adopts the RLTP
The RLTP was adopted by Environment Waikato on 29 June 2009 and has been forwarded to the NZ Transport Agency to be compiled into a National Land Transport Programme. The NZ Transport Agency will decide which activities it will include in the National Land Transport Programme (NLTP) from those activities listed in regional land transport programmes around New Zealand. Once included in the NLTP, an activity can be funded from the national land transport fund and then delivered. The NLTP is expected to be released by the NZ Transport Agency at the end of August 2009.

Where you can view the RLTP
The Regional Land Transport Programme will be available for inspection at Environment Waikato's offices in Hamilton (401 Grey Street), Paeroa (13 Opatito Road), Taupo (cnr Titiraupenga and Paora Hapi streets) and Whitianga (33-35 Albert Street). The regional land transport programme can also be viewed at your local city or district council, or at major public libraries within the Waikato region.
