APPENDIX I: Information Requirements

General

Any application for a coastal permit must include:

  1. A description of the activity for which the permit is sought and its location.
  2. An assessment of any actual or potential effects on the environment and the way in which any adverse effects may be mitigated (see Fourth Schedule of the RMA for matters which should be included in this).
  3. A statement specifying all other resource consents that the applicant may require from any consent authority in respect of the activity to which the application relates, and whether or not the applicant has applied for such consents.
  4. Any possible alternative locations or methods for undertaking the activity and the applicants reasons for making the proposed choice.
  5. A record of the consultation undertaken by the applicant.
  6. The functional need for the activity to be located in the CMA.
  7. The extent to which habitats, feeding grounds, ecosystems, or any other values will be adversely affected (including in particular, within any ASCV).
  8. Any flow-on effects (as defined in s3 of the RMA) of the activity on other parts of the coastal ecology, including any effects on habitats of fish and shellfish.
  9. The level of consultation undertaken with tangata whenua.
  10. The way in which any adverse effects will be avoided, remedied or mitigated.
  11. The extent to which the activity would adversely affect the values contained in any ASCV.
  12. The extent to which public access might be affected.
  13. The extent to which navigation and safety issues have been identified and how they have been addressed.
  14. The cumulative effects of the proposed activity.
  15. The extent to which the activity will affect and be affected by coastal processes (including natural hazards, erosion, and inundation).
  16. The extent to which heritage values have been identified, and how the adverse effects on these values will be avoided, remedied or mitigated.
  17. Significant adverse effects on the relationship tangata whenua as Kaitiaki have with their identified ancestral taonga such as water, lands, sites, waahi tapu and kaimoana, and how these may be avoided, remedied or mitigated.
  18. Any land based requirements and any flow-on effects to the CMA.
  19. Any mitigation measures proposed.

In addition, the following information may be required relating to specific issues:
