Readers Guide
This document is the Waikato Regional Council (Environment Waikato) Regional Policy Statement. It has been prepared in accordance with the requirements of the Resource Management Act 1991 (RMA).
The RMA requires that regional policy statements be prepared to promote the sustainable management of natural and physical resources. They are to do this by providing an overview of the resource management issues of the Region, along with providing policies and methods to achieve integrated management of the Region's natural and physical resources.
This integrated and co-ordinated approach to resource management gives regional policy statements a central role in ensuring that integrated management takes place and that the purpose of the RMA is achieved.
The proposed Regional Policy Statement (RPS) is set out in several parts as follows.
- Part 1: Introduction
Part 1 outlines the RMA planning framework and describes the purpose of regional policy statements and their relationship with other planning documents at the national and local levels.
- Part 2: Resource Management Processes
Part 2 provides objectives and policies relating to resource management processes, and is specific to tangata whenua and integrated management.
- Part 3: Significant Resource Management Issues - Objectives, Policies, Methods and Environmental Results Anticipated
Part 3 briefly describes the key features of the Region and provides an overview of the natural and physical resources and provides a summary of the significant resource management issues facing the Region. This part also contains objectives, policies, methods and environmental results anticipated for addressing the significant resource management issues.
- Part 4 : Monitoring of Regional Policy Statement
Part 4 outlines the procedures to be used for monitoring the effectiveness of the RPS as a means of achieving its objectives and policies, and procedures for reviewing the RPS.
- Glossary of Terms
Glossary of the terms used in the RPS.
- Appendices
Relevant Appendices attached
For most topics of interest to readers, the table of contents will give the required reference to the relevant sections of the text. To further assist readers who may wish to see how a particular activity or topic is covered throughout the Regional Policy Statement, a table of keywords and phrases is provided below with references to the corresponding text.
It is important to remember that the keyword and phrase table only provides an entry point into the Regional Policy Statement. The contents should be read as a whole to gain a full appreciation of how any topic is covered in the document. The integrated nature of the document means that topics cannot be viewed in isolation from one another.
